SHORT TITLE.<\/p>\n<p>This Act may be cited as the &#8220;African American Civil Rights Network<br \/>\nAct of 2017&#8221;.<br \/>\nSEC. 2. &lt;&lt;NOTE: 54 USC 308401 note.&gt;&gt; PURPOSES.<\/p>\n<p>The purposes of this Act are&#8211;<br \/>\n(1) to recognize&#8211;<br \/>\n(A) the importance of the African American civil<br \/>\nrights movement; and<br \/>\n(B) the sacrifices made by the people who fought<br \/>\nagainst discrimination and segregation; and<br \/>\n(2) to authorize the National Park Service to coordinate and<br \/>\nfacilitate Federal and non-Federal activities to commemorate,<br \/>\nhonor, and interpret&#8211;<br \/>\n(A) the history of the African American civil rights<br \/>\nmovement;<br \/>\n(B) the significance of the civil rights movement as<br \/>\na crucial element in the evolution of the Civil Rights<br \/>\nAct of 1964 (42 U.S.C. 2000a et seq.); and<br \/>\n(C) the relevance of the African American civil<br \/>\nrights movement in fostering the spirit of social<br \/>\njustice and national reconciliation.<br \/>\nSEC. 3. U.S. CIVIL RIGHTS NETWORK PROGRAM.<\/p>\n<p>(a) In General.&#8211;Subdivision 1 of division B of subtitle III of<br \/>\ntitle 54, United States Code, is amended by inserting after chapter 3083<br \/>\nthe following:<\/p>\n<p>&#8220;CHAPTER &lt;&lt;NOTE: 54 USC 308401 prec.&gt;&gt; 3084&#8211;U.S. CIVIL RIGHTS NETWORK<\/p>\n<p>&#8220;Sec.<br \/>\n&#8220;308401. Definition of network.<br \/>\n&#8220;308402. U.S. Civil Rights Network.<br \/>\n&#8220;308403. Cooperative agreements and memoranda of understanding.<br \/>\n&#8220;308404. Sunset.<\/p>\n<p>&#8220;Sec. 308401. &lt;&lt;NOTE: 54 USC 308401.&gt;&gt; Definition of network<\/p>\n<p>&#8220;In this chapter, the term `Network&#8217; means the African American<br \/>\nCivil Rights Network established under section 308402(a).<\/p>\n<p>[[Page 131 STAT. 2261]]<\/p>\n<p>&#8220;Sec. 308402. &lt;&lt;NOTE: 54 USC 308402.&gt;&gt; U.S. Civil Rights Network<\/p>\n<p>&#8220;(a) In General.&#8211;The Secretary shall establish, within the<br \/>\nService, a program to be known as the `U.S. Civil Rights Network&#8217;.<br \/>\n&#8220;(b) Duties of Secretary.&#8211;In carrying out the Network, the<br \/>\nSecretary shall&#8211;<br \/>\n&#8220;(1) &lt;&lt;NOTE: Review.&gt;&gt; review studies and reports to<br \/>\ncomplement and not duplicate studies of the historical<br \/>\nimportance of the African American civil rights movement that<br \/>\nmay be underway or completed, such as the Civil Rights Framework<br \/>\nStudy;<br \/>\n&#8220;(2) produce and disseminate appropriate educational<br \/>\nmaterials relating to the African American civil rights<br \/>\nmovement, such as handbooks, maps, interpretive guides, or<br \/>\nelectronic information;<br \/>\n&#8220;(3) &lt;&lt;NOTE: Contracts.&gt;&gt; enter into appropriate<br \/>\ncooperative agreements and memoranda of understanding to provide<br \/>\ntechnical assistance under subsection (c); and<br \/>\n&#8220;(4)(A) create and adopt an official, uniform symbol or<br \/>\ndevice for the Network; and<br \/>\n&#8220;(B) &lt;&lt;NOTE: Regulations.&gt;&gt; issue regulations for the use<br \/>\nof the symbol or device adopted under subparagraph (A).<\/p>\n<p>&#8220;(c) Elements.&#8211;The Network shall encompass the following elements:<br \/>\n&#8220;(1) All units and programs of the Service that are<br \/>\ndetermined by the Secretary to relate to the African American<br \/>\ncivil rights movement during the period from 1939 through 1968.<br \/>\n&#8220;(2) With the consent of the property owner, other Federal,<br \/>\nState, local, and privately owned properties that&#8211;<br \/>\n&#8220;(A) relate to the African American civil rights<br \/>\nmovement;<br \/>\n&#8220;(B) have a verifiable connection to the African<br \/>\nAmerican civil rights movement; and<br \/>\n&#8220;(C) &lt;&lt;NOTE: Historic preservation.&gt;&gt; are included<br \/>\nin, or determined by the Secretary to be eligible for<br \/>\ninclusion in, the National Register of Historic Places.<br \/>\n&#8220;(3) Other governmental and nongovernmental facilities and<br \/>\nprograms of an educational, research, or interpretive nature<br \/>\nthat are directly related to the African American civil rights<br \/>\nmovement.<br \/>\n&#8220;Sec. 308403. &lt;&lt;NOTE: 54 USC 308403.&gt;&gt; Cooperative agreements<br \/>\nand memoranda of understanding<\/p>\n<p>&#8220;To achieve the purposes of this chapter and to ensure effective<br \/>\ncoordination of the Federal and non-Federal elements of the Network<br \/>\ndescribed in section 308402(c) with System units and programs of the<br \/>\nService, the Secretary may enter into cooperative agreements and<br \/>\nmemoranda of understanding with, and provide technical assistance to the<br \/>\nheads of other Federal agencies, States, units of local government,<br \/>\nregional governmental bodies, and private entities.<br \/>\n&#8220;Sec. 308404. &lt;&lt;NOTE: 54 USC 308404.&gt;&gt; Sunset<\/p>\n<p>&#8220;This program shall expire on the date that is 7 years after the<br \/>\ndate of enactment of this chapter.&#8221;.<br \/>\n(b) Clerical Amendment.&#8211;The table of chapters for title 54, United<br \/>\nStates Code, &lt;&lt;NOTE: 54 USC 100101 prec.&gt;&gt; is amended by inserting<br \/>\nafter the item relating to chapter 3083 the following:<\/p>\n<p>&#8220;3084 U.S. Civil Rights Network&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;.308401&#8221;.<\/p>\n<p>[[Page 131 STAT. 2262]]<\/p>\n<p>SEC. 4. NO ADDITIONAL FUNDS AUTHORIZED.<\/p>\n<p>No additional funds are authorized to carry out the requirements of<br \/>\nthis Act and the amendments made by this Act.
