SHORT TITLE.<\/p>\n<p>This Act may be cited as the &#8220;International Narcotics Trafficking<br \/>\nEmergency Response by Detecting Incoming Contraband with Technology<br \/>\nAct&#8221; or the &#8220;INTERDICT Act&#8221;.<br \/>\nSEC. 2. DEFINITIONS.<\/p>\n<p>In this Act:<br \/>\n(1) Chemical screening device.&#8211;The term &#8220;chemical<br \/>\nscreening device&#8221; means an immunoassay, narcotics field test<br \/>\nkit, infrared spectrophotometer, mass spectrometer, nuclear<br \/>\nmagnetic resonance spectrometer, Raman spectrophotometer, or<br \/>\nother scientific instrumentation able to collect data that can<br \/>\nbe interpreted to determine the presence of fentanyl, other<br \/>\nsynthetic opioids, and other narcotics and psychoactive<br \/>\nsubstances.<br \/>\n(2) Commissioner.&#8211;The term &#8220;Commissioner&#8221; means the<br \/>\nCommissioner of U.S. Customs and Border Protection.<br \/>\n(3) Express consignment operator or carrier.&#8211;The term<br \/>\n&#8220;express consignment operator or carrier&#8221; has the meaning<br \/>\ngiven that term in section 128.1 of title 19, Code of Federal<br \/>\nRegulations (or any similar successor regulation).<br \/>\nSEC. 3. INTERDICTION OF FENTANYL, OTHER SYNTHETIC OPIOIDS, AND<br \/>\nOTHER NARCOTICS AND PSYCHOACTIVE SUBSTANCES.<\/p>\n<p>(a) Chemical Screening Devices.&#8211;The Commissioner shall&#8211;<br \/>\n(1) increase the number of chemical screening devices<br \/>\navailable to U.S. Customs and Border Protection officers over<br \/>\nthe number of such devices that are available on the date of the<br \/>\nenactment of this Act; and<br \/>\n(2) make such additional chemical screening devices<br \/>\navailable to U.S. Customs and Border Protection officers as the<br \/>\nCommissioner determines are necessary to interdict fentanyl,<br \/>\nother synthetic opioids, and other narcotics and psychoactive<br \/>\nsubstances that are illegally imported into the United States,<br \/>\nincluding such substances that are imported through the mail or<br \/>\nby an express consignment operator or carrier.<\/p>\n<p>(b) Personnel to Interpret Data.&#8211;The Commissioner shall dedicate<br \/>\nthe appropriate number of U.S. Customs and Border<\/p>\n<p>[[Page 131 STAT. 2275]]<\/p>\n<p>Protection personnel, including scientists, so that such personnel are<br \/>\navailable during all operational hours to interpret data collected by<br \/>\nchemical screening devices.<br \/>\nSEC. 4.
