SHORT TITLE.<\/p>\n<p>This Act may be cited as the &#8220;Law Enforcement Mental Health and<br \/>\nWellness Act of 2017&#8221;.<br \/>\nSEC. 2. &lt;&lt;NOTE: Reports.&gt;&gt; SUPPORT FOR LAW ENFORCEMENT AGENCIES.<\/p>\n<p>(a) &lt;&lt;NOTE: Consultation. Public information.&gt;&gt; Interagency<br \/>\nCollaboration.&#8211;The Attorney General shall consult with the Secretary of<br \/>\nDefense and the Secretary of Veterans Affairs to submit to Congress a<br \/>\nreport, which shall be made publicly available, on Department of Defense<br \/>\nand Department of Veterans Affairs mental health practices and services<br \/>\nthat could be adopted by Federal, State, local, or tribal law<br \/>\nenforcement agencies.<\/p>\n<p>(b) Case Studies.&#8211;The Director of the Office of Community Oriented<br \/>\nPolicing Services shall submit to Congress a report&#8211;<br \/>\n(1) that is similar to the report entitled &#8220;Health, Safety,<br \/>\nand Wellness Program Case Studies in Law Enforcement&#8221; published<br \/>\nby the Office of Community Oriented Policing Services in 2015;<br \/>\nand<br \/>\n(2) that focuses on case studies of programs designed<br \/>\nprimarily to address officer psychological health and well-<br \/>\nbeing.<\/p>\n<p>(c) Peer Mentoring Pilot Program.&#8211;Section 1701(b) of the Omnibus<br \/>\nCrime Control and Safe Streets Act of 1968 (34 U.S.C. 10381(b)) is<br \/>\namended&#8211;<br \/>\n(1) in paragraph (21), by striking &#8220;; and&#8221; and inserting a<br \/>\nsemicolon;<br \/>\n(2) in paragraph (22), by striking the period at the end and<br \/>\ninserting &#8220;; and&#8221;; and<br \/>\n(3) by adding at the end the following:<br \/>\n&#8220;(23) to establish peer mentoring mental health and<br \/>\nwellness pilot programs within State, tribal, and local law<br \/>\nenforcement agencies.&#8221;.<br \/>\nSEC. 3. &lt;&lt;NOTE: Coordination. 34 USC 50101 note prec.&gt;&gt; SUPPORT<br \/>\nFOR MENTAL HEALTH PROVIDERS.<\/p>\n<p>The Attorney General, in coordination with the Secretary of Health<br \/>\nand Human Services, shall develop resources to educate mental health<br \/>\nproviders about the culture of Federal, State, tribal, and local law<br \/>\nenforcement agencies and evidence-based therapies for mental health<br \/>\nissues common to Federal, State, local, and tribal law enforcement<br \/>\nofficers.<\/p>\n<p>[[Page 131 STAT. 2277]]<\/p>\n<p>SEC. 4. &lt;&lt;NOTE: Consultations. Recommenda- tions. 34 USC 50101<br \/>\nnote prec.&gt;&gt; SUPPORT FOR OFFICERS.<\/p>\n<p>The Attorney General shall&#8211;<br \/>\n(1) in consultation with Federal, State, local, and tribal<br \/>\nlaw enforcement agencies&#8211;<br \/>\n(A) &lt;&lt;NOTE: Review.&gt;&gt; identify and review the<br \/>\neffectiveness of any existing crisis hotlines for law<br \/>\nenforcement officers;<br \/>\n(B) provide recommendations to Congress on whether<br \/>\nFederal support for existing crisis hotlines or the<br \/>\ncreation of an alternative hotline would improve the<br \/>\neffectiveness or use of the hotline; and<br \/>\n(C) conduct research into the efficacy of an annual<br \/>\nmental health check for law enforcement officers;<br \/>\n(2) in consultation with the Secretary of Homeland Security<br \/>\nand the head of other Federal agencies that employ law<br \/>\nenforcement officers, examine the mental health and wellness<br \/>\nneeds of Federal law enforcement officers, including the<br \/>\nefficacy of expanding peer mentoring programs for law<br \/>\nenforcement officers at each Federal agency;<br \/>\n(3) &lt;&lt;NOTE: Privacy.&gt;&gt; ensure that any recommendations,<br \/>\nresources, or programs provided under this Act protect the<br \/>\nprivacy of participating law enforcement officers; and<br \/>\n(4) &lt;&lt;NOTE: Deadline.
