SHORT TITLE.<\/p>\n<p>This Act may be cited as the &#8220;EPS Improvement Act of 2017&#8221;.<br \/>\nSEC. 2. APPLICATION OF ENERGY CONSERVATION STANDARDS TO CERTAIN<br \/>\nEXTERNAL POWER SUPPLIES.<\/p>\n<p>(a) Definition of External Power Supply.&#8211;Section 321(36)(A) of the<br \/>\nEnergy Policy and Conservation Act (42 U.S.C. 6291(36)(A)) is amended&#8211;<br \/>\n(1) by striking the subparagraph designation and all that<br \/>\nfollows through &#8220;The term&#8221; and inserting the following:<br \/>\n&#8220;(A) External power supply.&#8211;<br \/>\n&#8220;(i) In general.&#8211;The term&#8221;; and<br \/>\n(2) by adding at the end the following:<br \/>\n&#8220;(ii) Exclusion.&#8211;The term `external power<br \/>\nsupply&#8217; does not include a power supply circuit,<br \/>\ndriver, or device that is designed exclusively to<br \/>\nbe connected to, and power&#8211;<br \/>\n&#8220;(I) light-emitting diodes<br \/>\nproviding illumination;<br \/>\n&#8220;(II) organic light-emitting diodes<br \/>\nproviding illumination; or<br \/>\n&#8220;(III) ceiling fans using direct<br \/>\ncurrent motors.&#8221;.<\/p>\n<p>(b) Standards for Lighting Power Supply Circuits.&#8211;<br \/>\n(1) Definition.&#8211;Section 340(2)(B) of the Energy Policy and<br \/>\nConservation Act (42 U.S.C. 6311(2)(B)) is amended by striking<br \/>\nclause (v) and inserting the following:<br \/>\n&#8220;(v) electric lights and lighting power<br \/>\nsupply circuits;&#8221;.<br \/>\n(2) Energy conservation standard for certain equipment.&#8211;<br \/>\nSection 342 of the Energy Policy and Conservation Act (42 U.S.C.<br \/>\n6313) is amended by adding at the end the following:<\/p>\n<p>&#8220;(g) Lighting Power Supply Circuits.&#8211;If the Secretary, acting<br \/>\npursuant to section 341(b), includes as covered equipment solid state<br \/>\nlighting power supply circuits, drivers, or devices described in section<br \/>\n321(36)(A)(ii), the Secretary may prescribe under this part, not earlier<br \/>\nthan 1 year after the date on which<\/p>\n<p>[[Page 131 STAT. 2281]]<\/p>\n<p>a test procedure has been prescribed, an energy conservation standard<br \/>\nfor such equipment.&#8221;.<br \/>\n(c) Technical Corrections.&#8211;<br \/>\n(1) Section 321(6)(B) of the Energy Policy and Conservation<br \/>\nAct (42 U.S.C. 6291(6)(B)) is amended by striking &#8220;(19)&#8221;
