ENHANCED DEPARTMENT OF HOMELAND SECURITY COORDINATION<br \/>\nTHROUGH THE BLUE CAMPAIGN.<\/p>\n<p>(a) In General.&#8211;Subtitle C of title IV of the Homeland Security Act<br \/>\nof 2002 (6 U.S.C. 231 et seq.) is amended by adding at the end the<br \/>\nfollowing new section:<br \/>\n&#8220;SEC. 434. &lt;&lt;NOTE: 6 USC 242.&gt;&gt; DEPARTMENT OF HOMELAND SECURITY<br \/>\nBLUE CAMPAIGN.<\/p>\n<p>&#8220;(a) Definition.&#8211;In this section, the term `human trafficking&#8217;<br \/>\nmeans an act or practice described in paragraph (9) or (10) of section<br \/>\n103 of the Trafficking Victims Protection Act of 2000 (22 U.S.C. 7102).<br \/>\n&#8220;(b) Establishment.&#8211;There is established within the Department a<br \/>\nprogram, which shall be known as the `Blue Campaign&#8217;. The Blue Campaign<br \/>\nshall be headed by a Director, who shall be appointed by the Secretary.<br \/>\n&#8220;(c) Purpose.&#8211;The purpose of the Blue Campaign shall be to unify<br \/>\nand coordinate Department efforts to address human trafficking.<br \/>\n&#8220;(d) Responsibilities.&#8211;The Secretary, working through the<br \/>\nDirector, shall, in accordance with subsection (e)&#8211;<br \/>\n&#8220;(1) issue Department-wide guidance to appropriate<br \/>\nDepartment personnel;<br \/>\n&#8220;(2) develop training programs for such personnel;<br \/>\n&#8220;(3) coordinate departmental efforts, including training<br \/>\nfor such personnel; and<br \/>\n&#8220;(4) provide guidance and training on trauma-informed<br \/>\npractices to ensure that human trafficking victims are afforded<br \/>\nprompt access to victim support service providers, in addition<br \/>\nto the assistance required under section 107 of the Trafficking<br \/>\nVictims Protection Act of 2000 (22 U.S.C. 7105), to address<br \/>\ntheir immediate and long-term needs.<\/p>\n<p>&#8220;(e) Guidance and Training.&#8211;The Blue Campaign shall provide<br \/>\nguidance and training to Department personnel and other<\/p>\n<p>[[Page 132 STAT. 316]]<\/p>\n<p>Federal, State, tribal, and law enforcement personnel, as appropriate,<br \/>\nregarding&#8211;<br \/>\n&#8220;(1) programs to help identify instances of human<br \/>\ntrafficking;<br \/>\n&#8220;(2) the types of information that should be collected and<br \/>\nrecorded in information technology systems utilized by the<br \/>\nDepartment to help identify individuals suspected or convicted<br \/>\nof human trafficking;<br \/>\n&#8220;(3) systematic and routine information sharing within the<br \/>\nDepartment and among Federal, State, tribal, and local law<br \/>\nenforcement agencies regarding&#8211;<br \/>\n&#8220;(A) individuals suspected or convicted of human<br \/>\ntrafficking; and<br \/>\n&#8220;(B) patterns and practices of human trafficking;<br \/>\n&#8220;(4) techniques to identify suspected victims of<br \/>\ntrafficking along the United States border and at airport<br \/>\nsecurity checkpoints;<br \/>\n&#8220;(5) methods to be used by the Transportation Security<br \/>\nAdministration and personnel from other appropriate agencies<br \/>\nto&#8211;<br \/>\n&#8220;(A) train employees of the Transportation Security<br \/>\nAdministration to identify suspected victims of<br \/>\ntrafficking; and<br \/>\n&#8220;(B) serve as a liaison and resource regarding<br \/>\nhuman trafficking prevention to appropriate State,<br \/>\nlocal, and private sector aviation workers and the<br \/>\ntraveling public;<br \/>\n&#8220;(6) utilizing resources, such as indicator cards, fact<br \/>\nsheets, pamphlets, posters, brochures, and radio and television<br \/>\ncampaigns to&#8211;<br \/>\n&#8220;(A) educate partners and stakeholders; and<br \/>\n&#8220;(B) increase public awareness of human<br \/>\ntrafficking;<br \/>\n&#8220;(7) leveraging partnerships with State and local<br \/>\ngovernmental, nongovernmental, and private sector organizations<br \/>\nto raise public awareness of human trafficking; and<br \/>\n&#8220;(8) any other activities the Secretary determines<br \/>\nnecessary to carry out the Blue Campaign.&#8221;.<\/p>\n<p>(b) Clerical Amendment.&#8211;The table of contents in section 1(b) of<br \/>\nthe Homeland Security Act of 2002 is amended by inserting after the item<br \/>\nrelating to section 433 the following new item:<\/p>\n<p>&#8220;Sec. 434. Department of Homeland Security Blue Campaign.&#8221;.<\/p>\n<p>SEC. 3. &lt;&lt;NOTE: Deadline. 6 USC 242 note.&gt;&gt; INFORMATION<br \/>\nTECHNOLOGY SYSTEMS.<\/p>\n<p>Not later than one year after the date of the enactment of this Act,<br \/>\nthe Secretary of Homeland Security shall ensure, in accordance with the<br \/>\nDepartment of Homeland Security-wide guidance required under section<br \/>\n434(d) of the Homeland Security Act of 2002, as added by section 2 of<br \/>\nthis Act, the integration of information technology systems utilized<br \/>\nwithin the Department to record and track information regarding<br \/>\nindividuals suspected or convicted of human trafficking (as such term is<br \/>\ndefined in such section).<br \/>\nSEC. 4. REPORT.<\/p>\n<p>Not later than 18 months after the date of the enactment of this<br \/>\nAct, the Secretary of Homeland Security shall submit to the Committee on<br \/>\nHomeland Security and Governmental Affairs of the Senate and the<br \/>\nCommittee on Homeland Security of the House of Representatives a report<br \/>\nthat&#8211;<\/p>\n<p>[[Page 132 STAT. 317]]<\/p>\n<p>(1) describes the status and effectiveness of the Department<br \/>\nof Homeland Security Blue Campaign under section 434 of the<br \/>\nHomeland Security Act of 2002, as added by section 2 of this<br \/>\nAct; and<br \/>\n(2) &lt;&lt;NOTE: Recommenda- tion.&gt;&gt; provides a recommendation<br \/>\nregarding the appropriate office within the Department of<br \/>\nHomeland Security for the Blue Campaign.<br \/>\nSEC. 5.
