SHORT TITLE.<\/p>\n<p>This Act may be cited as the &#8220;Ashlynne Mike AMBER Alert in Indian<br \/>\nCountry Act&#8221;.<br \/>\nSEC. 2. AMBER ALERT GRANTS FOR INDIAN TRIBES.<\/p>\n<p>Section 304 of the PROTECT Act (34 U.S.C. 20504) is amended&#8211;<br \/>\n(1) by amending subsection (a) to read as follows:<\/p>\n<p>&#8220;(a) Program Required.&#8211;The Attorney General shall carry out a<br \/>\nprogram to provide grants to States and Indian tribes for&#8211;<br \/>\n&#8220;(1) the development or enhancement of programs and<br \/>\nactivities for the support of AMBER Alert communications plans;<br \/>\nand<br \/>\n&#8220;(2) the integration of tribal AMBER Alert systems into<br \/>\nState AMBER Alert systems.&#8221;;<br \/>\n(2) in subsection (b)&#8211;<br \/>\n(A) in paragraph (3), by striking &#8220;and&#8221; at the<br \/>\nend;<br \/>\n(B) by redesignating paragraph (4) as paragraph (5);<br \/>\nand<br \/>\n(C) by inserting after paragraph (3) the following:<br \/>\n&#8220;(4) the integration of State or regional AMBER Alert<br \/>\ncommunication plans with an Indian tribe; and&#8221;;<br \/>\n(3) in subsection (c)&#8211;<br \/>\n(A) by striking &#8220;The Federal&#8221; and inserting the<br \/>\nfollowing:<br \/>\n&#8220;(1) In general.&#8211;Except as provided in paragraph (2), the<br \/>\nFederal&#8221;; and<br \/>\n(B) by adding at the end the following:<br \/>\n&#8220;(2) &lt;&lt;NOTE: Determination.&gt;&gt; Waiver of federal share.&#8211;If<br \/>\nthe Attorney General determines that an Indian tribe does not<br \/>\nhave sufficient funds available to comply with the Federal share<br \/>\nrequirement under paragraph (1) for the cost of activities<br \/>\nfunded by a grant for the purpose described in subsection<br \/>\n(b)(4), the Attorney General may increase the Federal share of<br \/>\nthe costs for such activities to the extent the Attorney General<br \/>\ndetermines necessary.&#8221;;<br \/>\n(4) in subsection (e), by striking &#8220;for grants under&#8221; and<br \/>\ninserting &#8220;and standards to improve accountability and<br \/>\ntransparency for grants awarded under&#8221;;<br \/>\n(5) by redesignating subsection (f) as subsection (g);<\/p>\n<p>[[Page 132 STAT. 1275]]<\/p>\n<p>(6) by inserting after subsection (e) the following:<\/p>\n<p>&#8220;(f) Definition of Indian Tribe.&#8211;In this section, the term `Indian<br \/>\ntribe&#8217; means a federally recognized Indian tribe or a Native village,<br \/>\nRegional Corporation, or Village Corporation (as those terms are defined<br \/>\nin section 3 of the Alaska Native Claims Settlement Act (43 U.S.C.<br \/>\n1602)).&#8221;; and<br \/>\n(7) in subsection (g)(1), as so redesignated&#8211;<br \/>\n(A) by striking &#8220;2004&#8221; each place it appears and<br \/>\ninserting &#8220;2019&#8221;; and<br \/>\n(B) by striking &#8220;subsection (b)(3)&#8221; and inserting<br \/>\n&#8220;paragraphs (3) and (4) of subsection (b)&#8221;.<br \/>\nSEC. 3. &lt;&lt;NOTE: Evaluation.&gt;&gt; REPORT TO CONGRESS.<\/p>\n<p>Not later than 1 year after the date of enactment of this Act, the<br \/>\nAttorney General shall submit a report evaluating the readiness,<br \/>\neducation, and training needs, technological challenges, and specific<br \/>\nobstacles encountered by Indian tribes in the integration of State or<br \/>\nregional AMBER Alert communication plans to&#8211;<br \/>\n(1) the Committee on Indian Affairs of the Senate;<br \/>\n(2) the Committee on the Judiciary of the Senate;<br \/>\n(3) the Committee on Natural Resources of the House of<br \/>\nRepresentatives;
