SHORT TITLE.<\/p>\n<p>This Act may be cited as the &#8220;Justice for Uncompensated Survivors<br \/>\nToday (JUST) Act of 2017&#8221;.<br \/>\nSEC. 2. REPORT ON HOLOCAUST ERA ASSETS AND RELATED ISSUES.<\/p>\n<p>(a) Definitions.&#8211;In this section:<br \/>\n(1) Appropriate congressional committees.&#8211;The term<br \/>\n&#8220;appropriate congressional committees&#8221; means&#8211;<br \/>\n(A) the Committee on Foreign Relations of the<br \/>\nSenate;<br \/>\n(B) the Committee on Appropriations of the Senate;<br \/>\n(C) the Committee on Foreign Affairs of the House of<br \/>\nRepresentatives; and<br \/>\n(D) the Committee on Appropriations of the House of<br \/>\nRepresentatives.<br \/>\n(2) Covered countries.&#8211;The term &#8220;covered countries&#8221; means<br \/>\nparticipants in the 2009 Holocaust Era Assets Conference that<br \/>\nare determined by the Secretary of State, or the Secretary&#8217;s<br \/>\ndesignee, in consultation with expert nongovernmental<br \/>\norganizations, to be countries of particular concern relative to<br \/>\nthe issues listed in subsection (b).<br \/>\n(3) Wrongfully seized or transferred.&#8211;The term &#8220;wrongfully<br \/>\nseized or transferred&#8221; includes confiscations, expropriations,<br \/>\nnationalizations, forced sales or transfers, and sales or<br \/>\ntransfers under duress during the Holocaust era or the period of<br \/>\nCommunist rule of a covered country.<\/p>\n<p>(b) Report.&#8211;Not later than 18 months after the date of the<br \/>\nenactment of this Act, the Secretary of State shall submit a report to<br \/>\nthe appropriate congressional committees that assesses and describes the<br \/>\nnature and extent of national laws and enforceable policies of covered<br \/>\ncountries regarding the identification and the return of or restitution<br \/>\nfor wrongfully seized or transferred Holocaust era assets consistent<br \/>\nwith, and evaluated with respect to, the goals and objectives of the<br \/>\n2009 Holocaust Era Assets Conference, including&#8211;<br \/>\n(1) the return to the rightful owner of any property,<br \/>\nincluding religious or communal property, that was wrongfully<br \/>\nseized or transferred;<br \/>\n(2) if return of any property described in paragraph (1) is<br \/>\nno longer possible, the provision of comparable substitute<\/p>\n<p>[[Page 132 STAT. 1289]]<\/p>\n<p>property or the payment of equitable compensation to the<br \/>\nrightful owner in accordance with principles of justice and<br \/>\nthrough an expeditious claims-driven administrative process that<br \/>\nis just, transparent, and fair;<br \/>\n(3) in the case of heirless property, the provision of<br \/>\nproperty or compensation to assist needy Holocaust survivors, to<br \/>\nsupport Holocaust education, and for other purposes;<br \/>\n(4) the extent to which such laws and policies are<br \/>\nimplemented and enforced in practice, including through any<br \/>\napplicable administrative or judicial processes;
