An Act<\/p>\n
To authorize, direct, facilitate, and expedite the transfer of
\nadministrative jurisdiction of certain Federal land, and for other
\npurposes. <<NOTE: June 22, 2018 – [H.R. 1397]>><\/p>\n
Be it enacted by the Senate and House of Representatives of the
\nUnited States of America in Congress assembled,
\nSECTION 1. INTERAGENCY TRANSFER OF LAND ALONG GEORGE WASHINGTON
\nMEMORIAL PARKWAY.<\/p>\n
(a) Definitions.–In this section:
\n(1) Map.–The term “Map” means the map entitled “George
\nWashington Memorial Parkway–Claude Moore Farm Proposed Boundary
\nAdjustment”, numbered 850_130815, and dated February 2016.
\n(2) Research center.–The term “Research Center” means the
\nTurner-Fairbank Highway Research Center of the Federal Highway
\nAdministration.
\n(3) Secretary.–The term “Secretary” means the Secretary
\nof the Interior.<\/p>\n
(b) Administrative Jurisdiction Transfer.–
\n(1) Transfer of jurisdiction.–
\n(A) George washington memorial parkway land.–
\nAdministrative jurisdiction over the approximately 0.342
\nacres of Federal land under the jurisdiction of the
\nSecretary within the boundary of the George Washington
\nMemorial Parkway, as generally depicted as “B” on the
\nMap, is transferred from the Secretary to the Secretary
\nof Transportation.
\n(B) Research center land.–Administration
\njurisdiction over the approximately 0.479 acres of
\nFederal land within the boundary of the Research Center
\nland under the jurisdiction of the Secretary of
\nTransportation adjacent to the boundary of the George
\nWashington Memorial Parkway, as generally depicted as
\n“A” on the Map, is transferred from the Secretary of
\nTransportation to the Secretary.
\n(2) Use restriction.–The Secretary shall restrict the use
\nof 0.139 acres of Federal land within the boundary of the George
\nWashington Memorial Parkway immediately adjacent to part of the
\nperimeter fence of the Research Center, generally depicted as
\n“C” on the Map, by prohibiting the storage, construction, or
\ninstallation of any item that may interfere with the access of
\nthe Research Center to the restricted land for security and
\nmaintenance purposes.
\n(3) Reimbursement or consideration.–The transfers of
\nadministrative jurisdiction under this subsection shall not be
\nsubject to reimbursement or consideration.<\/p>\n

(4) Compliance with agreement.–
\n(A) Agreement.–The National Park Service and the
\nFederal Highway Administration shall comply with all
\nterms and conditions of the agreement entered into by
\nthe parties on September 11, 2002, regarding the
\ntransfer of administrative jurisdiction, management, and
\nmaintenance of the land described in the agreement.
\n(B) Access to restricted land.–Subject to the terms
\nof the agreement described in subparagraph (A), the
\nSecretary shall allow the Research Center–
\n(i) to access the Federal land described in
\nparagraph (1)(B) for purposes of transportation to
\nand from the Research Center; and
\n(ii) to access the Federal land described in
\nparagraphs (1)(B) and (2) for purposes of
\nmaintenance in accordance with National Park
\nService standards, including grass mowing, weed
\ncontrol, tree maintenance, fence maintenance, and
\nmaintenance of the visual appearance of the
\nFederal land.<\/p>\n
(c) Management of Transferred Land.–
\n(1) Interior land.–The Federal land transferred to the
\nSecretary under subsection (b)(1)(B) shall be–
\n(A) included in the boundary of the George
\nWashington Memorial Parkway; and
\n(B) administered by the Secretary as part of the
\nGeorge Washington Memorial Parkway, subject to
\napplicable laws (including regulations).
\n(2) Transportation land.–The Federal land transferred to
\nthe Secretary of Transportation under subsection (b)(1)(A) shall
\nbe–
\n(A) included in the boundary of the Research Center
\nland; and
\n(B) removed from the boundary of the George
\nWashington Memorial Parkway.
\n(3) Restricted-use land.–The Federal land that the
\nSecretary has designated for restricted use under subsection
\n(b)(2) shall be maintained by the Research Center.<\/p>\n
(d) Map on File.–The Map shall be available for public inspection
\nin the appropriate offices of the National Park Service.<\/p>\n
