To amend title 5, United States Code, to provide permanent authority for
\njudicial review of certain Merit Systems Protection Board decisions
\nrelating to whistleblowers, and for other purposes. <<NOTE: July 7,

Be it enacted by the Senate and House of Representatives of the
\nUnited States of America in Congress assembled, <<NOTE: All Circuit
\nReview Act.>>
\nSECTION 1. <<NOTE: 5 USC 101 note.>> SHORT TITLE.<\/p>\n
This Act may be cited as the “All Circuit Review Act”.
\nSEC. 2. JUDICIAL REVIEW OF MERIT SYSTEMS PROTECTION BOARD
\nDECISIONS RELATING TO WHISTLEBLOWERS.<\/p>\n
(a) In General.–Section 7703(b)(1)(B) of title 5, United States
\nCode, is amended by striking “During the 5-year period beginning on the
\neffective date of the Whistleblower Protection Enhancement Act of 2012,
\na petition” and inserting “A petition”.
\n(b) Director Review.–Section 7703(d)(2) of such title is amended by
\nstriking “During the 5-year period beginning on the effective date of
\nthe Whistleblower Protection Enhancement Act of 2012, this paragraph”
\nand inserting “This paragraph”.
\n(c) <<NOTE: 5 USC 7703 note.>> Retroactive Effective Date.–The
\namendments made by this section shall take effect as if enacted on
\nNovember 26, 2017.<\/p>\n
