SUBJECT MATTER OF THE CASE

The applicant is a debtor under domestic court’s judgment and is banned from leaving Ukraine by the domestic court upon the motion of the Bailiffs’ Service. He complains about a violation of Article 2 of Protocol No. 4 of being restricted in his freedom of movement for his failure to pay a judgment debt to a bank (see, mutatis mutandis, Ignatov v. Bulgaria, no. 50/02, 2 July 2009; Gochev v. Bulgaria, no. 34383/03, 26 November 2009; and Khlyustov v. Russia, no. 28975/05, 11 July 2013).

QUESTION tO THE PARTIES

Has there been a violation of the applicant’s freedom to leave the territory of the respondent State, contrary to Article 2 of Protocol No. 4?
